Social Council
The Law on the Social Council (Official Gazette of Montenegro No. 16/07, 20/11 and 61/13) established the Social Council of Montenegro in 2008 with the aim of establishing and developing social dialogue on issues of importance for the realization of economic and the social position of employees and employers and the conditions of their life and work, the development of a culture of dialogue and encouraging the peaceful settlement of individual and collective labor disputes and other issues arising from international documents relating to mutual relations between employees and employers.
The Council considers and takes positions on issues: development and improvement of collective bargaining; the impact of economic policy and measures for its implementation on social development and stability of employment policy, wages and prices; competition and productivity; occupational and environmental protection, education and vocational training; health and social protection and security; demographic trends and issues related to the International Labor Organization, as well as other issues of importance for the realization and improvement of economic and social policy.
Mission
The Social Council, through the instrument of tripartite social dialogue, is a platform that connects the social partners: the Government, trade unions and employers' associations. The Social Council facilitates the discussion of public policies, laws and other decisions that affect the living and working conditions of employees and employers. Tripartite consultations achieve greater cooperation between partners and establish social dialogue as a key instrument for promoting and achieving dignified work.
